Concept Over Process: COP is a project development methodology I developed and put into place starting at Blue Cross of California. It is both mindset and methodology. It places a strong understanding of the business goals and operations as preeminent over the technology put into play. The business understanding (Concept) takes precedence. The technology (Process) serves to make that understanding a reality. In short, tell me your “why” and we can develop the “how.”
